The choice is premised on saving credits not on being ammoracked. anyways you only pay for what you used in the last game, not all ammo in tank, even if ammoracked better to have and not need than need and not have. lost that one by just a margin, all ammo used, tried to ram-kill low-health opfor but he got me with a shot. in my noob-ish days i got into an epic battle once with my IS3, basically was the only tank left, 1 vs 1, didn't care about ammo types then, just loaded a bit less than the standard loadout thinking to save credits, later in game didn't understand why my rounds were becoming less effective, only to realise later on that i had used up all my AP rounds and was on HE. You have got barely any credits after buying a tank/putting modules on a tank/equipment/etc./etc,), then always fill your tanks with ammo. Tbh you should be filling your tank with as much ammo as you can you might be carrying your team in an epic battle but you then run out of ammo. Yes, you could only fire one shot from an IS-6, and then die but you will keep the 29 other shots, free of charge (as an example).
